Automated Solution Procurement and Detailed Business Process Re-Engineering
This phase began in FY 2008 and was completed in February 2009. It consisted of two major components:
- A procurement process to select a contractor for conducting a detailed design forum and developing and implementing the overall CSI solution, and
- Business process re-engineering, building upon the results of the Phase 1 activities.
During the course of the Phase 2 re-engineering effort, DMV identified and implemented several improvement opportunities related to non-automated business process modifications which resulted in increased efficiencies and staff savings. At the conclusion of Phase 2, DMV had created a business domain model, and non-functional, functional, and behavioral requirements. In addition, business rules were extracted, documented, and mapped to business process scenarios.
DMV received seven proposals in response to the CSI Systems Redesign Request for Proposals (RFP). These proposals included the following options:
- A complete custom-built solution,
- Modifying existing solutions that have been developed for other major vehicle entities
- Utilizing pieces of a motor vehicle framework combined with some Custom off the Shelf (COTS) and Modified off the Shelf (MOTS) products and custom development to provide an integrated solution
- Integrating a host of COTS products to work with DMV's specific business rules.
After evaluating the proposals, DMV selected SAIC in combination with its primary sub-contractor 3M (SAIC/3M team) because it presented the best value for the Commonwealth. 3M has successfully implemented several motor vehicle systems nationwide in recent years. DMV provided the SAIC/3M team with the following artifacts:
- Approximately 1,500 business process scenarios.
- Approximately 9,000 requirements mapped to our business process scenarios and/or business domain model objects.
- Approximately 200 documented interface specifications including:
- Description
- Source
- Type
- Platform
- Frequency
- Timing
- Sizing
- Format
- Security
- Approximately 15,000 distinct business rules from the DMV mainframe system of record (excludes 3rd party and ancillary systems) captured as stereotyped requirements and mapped to business processes.
