Contact DMV:
- Apply to join the Electronic Lien Program online.
- DMV Headquarters will send you a Memorandum of Understanding (sample copy included at the end of this document). It must be signed by the president or financial officer of your institution, or by someone authorized to enter into agreements.
- Once completed and signed, send the memorandum of understanding to the
Electronic Lien Program Manager at:

Project Phases
In general, the lienholder should ensure that the following phases are considered:
- Purchase necessary software and hardware, or engage the services of a consultant to perform the tasks numbered 1 through 6.
- Develop programming and test data and conduct internal programming tests.
- Obtain contract and lienholder codes from AAMVAnet (Patrice Aasmo).
- Conduct tests of transmission of data to AAMVA and through AAMVA to DMV.
- Develop internal monitoring, tracking and correction systems.
- Develop a system to track transactions.
- Develop an internal system and process as needed to ensure data integrity.
- Designate a person to serve as primary automated system contact for DMV.
Partnerships: Working with Dealerships and Branches
Since most titling activity occurs at vehicle dealerships, it may be a good idea to involve your dealerships and branches early on when joining the Electronic Lien Program. DMV's initial contact comes from paperwork submitted by dealers or lienholder's branch office personnel to DMV offices around the state, or from electronic transmissions received through the On-Line Dealer Program.
For instance, you may want to have a combination of paper and electronic titles. You may want your loans made through your commercial lines to produce paper titles, while those made through your consumer line are electronic. DMV and the lienholders must rely on the dealership or branch to submit applications that correctly identify the lienholder and the lienholder"s ELP status.
This is because DMV establishes title transactions based on the information provided on the form VSA-17A, "Application for Certificate of Title." DMV personnel can only use the identifying information that the dealership or lienholder"s branch office provides on the application.
For these reasons, keeping the dealerships and lienholder"s branch
offices fully informed of the status of the program, and of changes as they occur helps to
maintain both the volume and the accuracy of ELP transactions.

Testing
Production Mailbox Test Plan:

DMV General: If you are a System Integrator for Multiple Clients, you will need to perform the steps concurrently using a minimum of two (2) different clients. For subsequent clients, use the Production Mailbox Test Plan for Service Providers Adding Clients, after Step 6.
Step 1:
Lienholder will provide DMV with (1) the name and telephone number of the
person responsible for testing (This person should be directly involved in the testing and
knowledgeable of the system and message types), (2) their ADVANTIS user-id for both test
& production mailboxes, (3) their ADVANTIS account code, (4) their AAMVAnet
origin/destination code.
Step 2:
Lienholder submits on paper to DMV 25 title records to be established as test records.
The following vehicle information must be provided:
- VIN
- Lien date
- Make
- Customer Name and Address
- Model
- Customer SSN
- Vehicle Year
Step 3:
DMV will establish the records (Step 2) with electronic liens. DMV will
send 25 "LC" messages. A minimum of three (3) "LC" messages will be in
error. The error will be the "LC" was meant for another participant and will not
be recognized by the receiving lienholder as their lien.
Step 4:
Lienholder will send DMV:
- an "RC" for messages received,
- an "LE" for any "LC"s received in error,
- a minimum of 5 "LO"s (request to release lien), with and without the 34/1 Owner name block and 34/2 Owner mailing address block,
- a minimum of 5 "LG"s (request to print title), with and without the 34/1 Owner name block and 34/2 Owner mailing address block.
Step 5:
DMV will send:
- "CA" if any "LE" is received,
- "RO" if the "LO" was processed correctly,
- "CA" if the "LG" was processed correctly.
Step 6:
Steps 3 through 5 will be repeated until both DMV and the Lienholder are
in agreement that all message types are processing correctly. This will complete the
testing for the PRODUCTION MAILBOX ONLY.

Lienholder and DMV will be in agreement prior to testing the Emergency
Mailbox. DO NOT BEGIN TESTING UNTIL THE DMV CONTACT HAS BEEN NOTIFIED.
Step 2:
Lienholder will send DMV a minimum of five (5) "LG" and
"LO" messages both with the 34/1 Owner name block and 34/2 Owner mailing address
block. ONLY "LG"S AND "LO"S ARE ALLOWED IN THIS MAILBOX.
Step 3:
DMV will send:
- "RO"s if the "LO" was processed correctly,
- "CA"s if the "LG" was processed correctly.
Step 4:
DMV will sight verify data directed to a printer at DMV for validity and
correctness in processing. DMV will notify lienholder of test results.
Step 5:
Steps 2 through 4 will be
repeated until both DMV and the Lienholder are in agreement that the
message types are processing correctly.
